The *CYS Administrator* oversees the program services responsible for providing information and referral services, service planning, and protective services to children in their own homes, services to children temporarily removed from the custody of their parents and taken under the care of the courts and services to children in need of permanent transfer of custody.
This is an advanced position overseeing the administration of services to children, youth and families; responsible for professional, paraprofessional and clerical staff consisting of 56 positions, providing state mandated and court ordered services for dependent, neglected, abused or exploited children and their families.
Work is performed with the general direction of the County Commissioners in accordance with Department of Human Services Regulations.
*Essential Functions:* Interprets and implements State child welfare regulations, Child Protective Services Law, Juvenile Act, as well as maintains compliance with all applicable Federal programs, legislation and entitlements.
Coordinates agency programs with community needs and available resources.
Prepares Annual Services Plan and Budget Estimate in cooperation with other responsible state and county officials.
Assesses strengths and needs of the services through review of outcomes, written reports, and meeting with supervisors, and staff.
Direct and oversees the work of the Management staff including the Assistant Administrator, Fiscal Officer, Fiscal Supervisor, Clerical Supervisor, and Casework Supervisors.
Consults and assists the Agency Solicitor relative to legal issues pertaining to all aspects of the Agency.
Meets regularly with County Citizen’s Advisory Board.
Participates in various Boards and Committees to maintain regular collaboration relative to Children and Youth Program and Fiscal operations.
Participates in meetings and conferences for the purpose of providing educational information to community groups interested in Children and Youth Services.
Evaluates program and staff effectiveness and participates in the staff interviewing process including making recommendations on staff selection and/or discharge in accordance with approved personnel policies.
Oversees the maintenance of required of files and records.
Meets regularly with staff to discuss program plans and interpret policies.
Participate on various local committees related to Child Welfare issues.
Review journals, bulletins, and newsletters to keep up-to-date on future legislation, changes in regulations, trends in services, innovative programming, and technology as related to Children and Youth Services.
Maintain membership in the Pennsylvania Children and Youth Administrators (PCYA) organization and attend, when possible, all quarterly PCYA meetings.
Attend, when possible, Regional Administrator meetings, Regional Quality Assurance meetings, and Quarterly OCYF meetings.
Participate in various committees when feasible.
Other duties as assigned.
*MINIMUM KNOWLEDGE, SKILLS AND ABILITIES: *Working knowledge of state, federal, and county standards, regulations and policies governing the county Children and Youth Services program.
Working knowledge of the principles of program interpretation and implementation, principles and practices of administration, supervision and community organization; current social, economic, and health problems and resources available to meet problems effecting children and youth; and individual and group behavior with special emphasis on children and youth needs.
Working knowledge of the policies and operations of Juvenile Court system and law enforcement responsibilities.
Ability to exercise judgment in interpreting and implementing state, federal, county and departmental program policies and procedures, including Child Protective Services Law, and the Juvenile Act.
Ability to plan, organize, and direct a children and youth agency and evaluate staff and program effectiveness.
Ability to prepare comprehensive reports and to communicate effectively, both orally and in writing.
Ability to establish and maintain working relationships.

*Supervisory Responsibilities:* Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

*Education and/or Experience – Minimum Experience and Training: * Five (5) years of progressively responsible experience in the field of social services, including at least two (2) years in an Administrative or Supervisory capacity in a Children and Youth Social Services Agency; and a bachelor’s degree; Any equivalent combination of experience and training which provides the required knowledge, skills and abilities: *Certificates, Licenses, Registrations:* Valid driver’s license.

Job Type: Full-time Pay: $65,000.
