One position will be filled with either title.
* Employee must live in or be willing to relocate within six months after employment to one of the counties of assignment and be within 60-minute commuting time from the Romney field office.
Employee will be assigned to the Environmental Advocate Office, Rehabilitation Environmental Action Plan (REAP) section, Pollution Prevention and Open Dump (PPOD) and tire collection programs.
Will be assigned to the PPOD east district counties: Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, Pendleton, Preston, Pocahontas, Randolph, Tucker, Webster, and Upshur.
Under close supervision at the entry level, performs professional work in the following areas: Employee will respond to complaints and identify open dumps that fall under the parameters of the REAP program.
Evaluate reclamation of open dumps, including project costs, size of dump and overall environmental assessment of the project which may include field tests, conducting pre-bid meetings with contractors on each project receiving and evaluating contract bids and awarding contract to lowest responsible contractor.
Employee will inspect all projects during and after completion to assure compliance with plans and specifications and that work is completed in an environmentally and technically sound manner.
Will oversee separation of recyclables and waste during cleanup activities and deposit proceeds from recycling onto the litter control fund.
Document and maintain records of site activities.
Refer open dump enforcement issues to the appropriate enforcement authority, and document referrals.
Will choose locations for pollution prevention cameras, oversee installation, maintain and monitor individual devices.
Employee will coordinate with state and local authorities on the remediation of tire piles; tire collection activities, including tire collection events and/or alternative mechanisms to ensure proper collection and disposal of tires.
Employee will coordinate activities between REAP and other state and local government agencies by attending meetings and providing guidance on the technical aspects of the Pollution Prevention and Open Dump program.
Will contact and work with volunteer organizations to assist in the reclamation of open dumps.
Perform outreach and education to state and local agencies and volunteer organizations to encourage pollution prevention strategies.
Employee must be able to interpret laws, rules, contract specifications, engineering drawings, and explain such to others and enforce the provisions thereof.
Will prepare reports on cleanup activities; assist legal counsel in the preparation of documents for hearings or administrative proceedings; testify in court as necessary.
Employee will be responsible for verifying ownership and property rights from county court records; conduct negotiations with landowners.
Will be responsible for entering geospatial project data and statistics and generating reports from data.
Employee will perform other duties as required and/or assigned.
Selected employee must be able to effectively communicate both orally and in writing with the public, local, state and federal officials and contractors.
Must be or become knowledgeable with water quality standards, solid waste laws and rules, sediment control practices and basic earthwork design and implementation.
Skills in the use and maintenance of field office equipment including winches, dump trailers, end loaders, motorboats, mobile, radio equipment, 4-wheel drive vehicles, cameras and computers.
Must have the ability to swim due to involvement in river cleanups.
Must be proficient in the use of computers for word processing, spreadsheets, databases, and GIS applications.
Position requires travel and occasional overnight stays.
Must be eligible to be licensed to operate a motor vehicle.
Note: Employee may be required to work occasional weekends Note: Regular attendance is an essential part of this position.
Note: Qualifying applicants will be required to complete an internet based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
Note: The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.
*Special Note for internal State applicants: *Applicants without an environmental related degree or environmental work experience will be required to complete and pass the DOP skills test to be eligible for this position.
Current DEP employees in the Environmental Resources Associate title have an exemption for the testing requirement but must meet the minimum education and experience requirements for the ERS 1 title.
DOP purposes only: 0313P00497 *Minimum Qualifications* *Training:* Bachelor’s degree from an accredited college or university.
*OR* *Substitution:* Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
*Promotional Only:* Two (2) years as an Environmental Resources Associate may substitute for the required training.
*Note: *At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying training or certification.
The qualifying training or certification must be verified before the employee may be certified permanent.
