• Division: Financial Management Branch, Federal Prison Industries - UNICOR, Central Office • Duty Location: FCI Cumberland, MD Duties The employee serves as a Systems Accountant in the Financial Management Branch.
Financial Management Branch is responsible for developing, coordinating, and maintaining an integrated system of financial services for the Bureau of Prisons.
Systems Accountant serves as a management official.
Systems Accountant oversees programs, policy or procedures or may assist in planning, directing, coordinating and evaluating policy.
Systems Accountant works with computerized financial systems and acts as a technical advisor to operating accountants on problems involving accounting operations.
Systems Accountant exercises independent judgment and discretion on a regular and recurring basis.
Systems Accountant may identify operational or program issues and initiate corrective action or recommend solutions with limited review or envision.
Along with all other correctional institution employees, the Contract Specialist is charged with the responsibility for maintaining security of the institution.
The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications To be considered for the position, you must meet the following qualification requirements: Basic Requirements: A.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law.
(The term "accounting" means "accounting and/or auditing" in this standard.
Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.
") OR B.
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following: 1.
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; 2.
Certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.
g.
, 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.
g.
, valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the above basic requirement: Education: There is no substitution of education for specialized experience for these grades levels.
Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service.
To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are: Experience utilizing a complex operating system to prepare and analyze financial reports, develop new or revise current Financial Management accounting procedures, and provide feedback to management on the financial integrity of an organization.
Experience in retrieving data from multiple operating systems to centralized reporting requirements for budget planning, monthly performance and yearly forecast.
Experience in providing technical assistance to Corporate Management to development accurate financial statements; in compliance with authoritative directives within federal government and commercial settings.
If applicable, credit will be given for paid and unpaid experience.

3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution.
The representative rate for this position is $108,345 per annum ($51.
91 per hour).
Special Conditions of Employment Section: The incumbent is subject to geographic relocation to meet the needs of the agency.
Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office.
On the day of the scheduled interview, a CVA will be administered.
The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained.
Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score.
Note: The Core Value Assessment will not be administered to current BOP employees.
Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
